Are the fines on players like James Harrison of the Steelers enough?

The NFL is going to be hard pressed by the Media, the fans and the NFLPA to suspend players. The NFL is reluctant to do so becuase they dont want to take their big draw guys out of the games. For example guys like Rey Lewis and patrick willis. These are big name guys and the NFL wants to put those guys on the field. Easy to fine a rookie on the browns no one has heard of as opposed to a big time defender for the steelers. Its sad but true
