Cl Debate - Why should teachers get paidbased on performance?

I think before you debate that stand. You should discuss first what and how to measure the performance of the teacher. We have a self rating tools called P.A.S.T. (Performance Appraissal System for Teacher) which criteria were not merely on teaching, but also education, trainings, seminar, programs, achievement, publication of books etc. Unfortunately not all teachers was given chances to attend or fulfill the criteria mentioned. This was given to selected teachers only, some of us spend a lot of time inside the school, how can we perform well if we deprived to such things. I think paid based was not a good suggestion. Help teacher to perform well so that they will be motivated to promote quality education.
