If God will punish all, why do we have a criminal punishment system?

Because punishment is not necessarily there as revenge on the person who committed a crime, but rather a warning to others that doing the wrong thing results in, well, punishment. It's main aim should be to prevent crimes from happening so that everyone can enjoy their lives in safety.
