I had aphids on my rose buds and I sprayed dish soap(diluted in water on them)Now the leaves are wilting off?

I don't think your dishsoap in water could have done this, your rose bush may have some sort of wilt or other disease. Try taking a sprig to your local garden center and discussing it with them - they'll be more familiar with what is currently going on in your area.
